The Real Cost of a Shipyard Plantation Villa: Reading Past the Regime Fee Line

The listing says the regime fee is $450 a month. That number is accurate. It is also not the number you will actually pay this year, and it is definitely not the number that determines whether the rental income pencils out the way your spreadsheet says it should.

Shipyard Plantation is one of Hilton Head's most rental-friendly gated communities, and that reputation is well earned. But the same feature that makes it attractive to investors, a patchwork of a dozen-plus independently governed villa complexes tucked inside one 800-acre gate, is also what makes the fee math harder than a single MLS field can show. Buyers who stop reading at "regime fee" are budgeting for maybe two-thirds of what ownership actually costs. The other third shows up later, usually right after closing.

The One Line Is Actually Four Lines

A Shipyard villa purchase carries at least four separate charges, and they rarely appear together on the same page.

Regime fees across Shipyard's villa complexes generally run in the neighborhood of $450 to $750 a month depending on the complex and the unit size, and that range covers building insurance, grounds care, complex pool maintenance, and management. Golf and tennis are never bundled into either fee. Every membership to the Shipyard Golf Club's courses or the Van Der Meer Tennis Center is separate and optional, purchased on top of whatever you already pay for the roof over your head.

Why a Shipmaster Villa Isn't the Same Math as a Beachwalk Villa

Shipyard is not one villa product. It is closer to a dozen small condominium associations that happen to share a gate. Beachwalk, Evian, Colonnade Club, Waterford, The Greens, Tennismaster, Kingston Cove, and Shipmaster each run their own budget, their own reserve study, and their own fee schedule. Two similarly priced two-bedroom villas a quarter mile apart can carry meaningfully different monthly numbers because one regime bundles cable, internet, and insurance into the fee and the other bills insurance as a separate annual assessment.

Shipmaster is a useful illustration of how granular this gets. Public listing data for units in that complex shows a POA fee of roughly $830 a year, a regime fee that has run between $290 and $411 a month depending on unit size, a separate regime insurance charge of around $623 a year, and a POA transfer fee equal to half of one percent of the sale price at closing. Add those together and you get a total annual carrying cost that a buyer scanning only the headline "regime fee" field would never see coming.

This is also where Shipyard differentiates itself from some of its Hilton Head neighbors in a way that matters at the closing table. Villas inside the gates at Shipyard, along with Palmetto Dunes, Indigo Run, and Hilton Head Plantation, generally carry a transfer fee paid at the sale. Villas at Sea Pines, Forest Beach, Folly Field, and Windmill Harbour typically do not. If your comparison shopping has included any of those other communities, do not assume the closing cost structure carries over. It does not, and the resale certificate for your specific complex is the only document that tells you the true number.

The Rental Paperwork That Doesn't Travel With the House

If you are buying with short-term rental income in mind, and a large share of Shipyard buyers are, there is a second layer of friction that has nothing to do with fees and everything to do with compliance.

The Town of Hilton Head Island has an ordinance governing short-term rentals of privately owned residential property, defined as any stay under 30 days, and the Town began enforcing it on January 1, 2023. That ordinance requires its own permit and business license process through the Town, and it applies regardless of which gated community your villa sits inside.

Shipyard's Property Owners Association runs its own registration process on top of that. Any owner renting short-term is expected to register the property directly with the Association's Dispatch Officers, a step that exists independently of the Town's permit and business license system. Registering with the Town does not register you with the POA, and registering with the POA does not satisfy the Town's permit requirement. They are two different systems tracking the same activity, and an out-of-state buyer who assumes one filing covers both is the exact profile of owner who finds out about the gap the hard way, usually when a compliance notice shows up after the fact.

What This Actually Changes About Your Offer

Here is why the fee stack and the pricing environment matter together rather than separately. As of July 2026, the median home price across Shipyard's mixed inventory of condos, villas, and single-family homes sat at roughly $599,250, with an average sale price closer to $533,602.

At that price point, a few hundred dollars a month in regime fee difference between complexes, or a surprise annual insurance assessment in the $600 range, is not a rounding error. It can be the difference between a rental property that cash flows comfortably in year one and one that takes considerably longer to break even, especially once you layer in the actual cost of both rental registrations and a transfer fee due at closing that a first-time Shipyard buyer often does not budget for at all.

The fix is not complicated. Before you write an offer, ask for the specific complex's most recent regime budget, its reserve study, and its resale certificate, which will spell out the exact fee, what it covers, and whether any special assessment is pending. Ask whether insurance is bundled into the regime fee or billed separately. And if rental income is part of your plan, confirm both the Town permit process and the Shipyard POA's Dispatch Officer registration before you assume one filing covers the other.
